You can uncompress the image using 7-Zip.
To write the image to your USB stick, you can use

There are some more tools available for this purpose.

  1. Win32/Win32+SSE/Win64 precompiled binaries of XZ Utils:
    XZ Utils

  2. Command-line dd clone that fully works against disk partitions or even partilal regions of them:
    chrysocome.net - dd for windows
